afterpackage – Add commands to package after it's loaded
The package allows you to specify (using the command \AfterPackage{<package name>}{<commands>}) commands that are to be executed immediately after a package is loaded. Such commands would set up defaults, define which options to use, etc.
The package is part of the ncctools bundle.
